Congressional Panel Identifies $1 Trillion Worth of Savings in Defense Budget

A panel commissioned by the chairman of the House Financial Services Committee has found a way to save the country $1 trillion over the next 10 years. The only problem? They'll have to cut defense spending in order to do it.

The Hill reports that members of the Sustainable Defense Task Force believe the Pentagon could shave $1 trillion from its budget without sacrificing military readiness. But doing so would require making cuts to—or completely eliminating—programs that have powerful supporters on Capitol Hill or in the military.

Reducing the Navy's fleet would save lots of money, but the shipbuilding lobby won't stand for that. The F-35 Joint Strike Fighter program could probably go, but Defense Secretary Robert Gates really likes it. Delaying the purchase of a midair refueling tanker would help too, but the Air Force is calling it a "top acquisition priority." You could also reform the military healthcare system, reform military pay, and reduce recruiting costs.

But every single one of those endeavors "would be expected to engender congressional opposition." Rep. Barney Frank (D-Mass.) said Friday that the nation's military leaders (and lawmakers) have to change their attitudes about defense spending. He said a revamping of the military's budget requires a "philosophical change" and "redefinition of the strategy" and warned that if such a sweeping transformation doesn't take place, "then every other issue will suffer."
